Crisis Response & Interagency Coordination for Complex Incidents
Doug Bainton is a crisis response, emergency management, and incident management leader with more than 20 years of frontline and interagency leadership experience across complex, high-consequence emergencies.
He has served as a Firefighter with the Fire Department of the City of New York (FDNY), President of the FDNY Disaster Assistance Response Team (DART), and Lead Interagency Coordinator for Manhattan at New York City Emergency Management (NYCEM), where he directed multi-agency field operations and strengthened coordination across public safety, infrastructure, and government partners.
Doug has led interagency operations across multiple large-scale disasters, overseen task forces during New York City’s COVID-19 Mobile Testing and Hotel Programs, and directed the nation’s largest home fire safety initiative, distributing nearly 200,000 free smoke alarms that helped drive NYC fire deaths to historic lows.
He has also supported wildfire recovery, utility coordination, and critical infrastructure response efforts across California and currently provides international advisory support in El Salvador, assisting government and partner organizations with interagency coordination, emergency management system assessment, institutional preparedness, and operational planning.
A proven innovator, Doug co-founded the NYC Interagency Drone Task Force and now advises organizations on the practical integration of UAS/drone capabilities for disaster response, situational awareness, damage assessment, infrastructure inspections, and emergency coordination.
Through Ironclad Ops, he helps public and private sector organizations—domestically and internationally—strengthen resilience, improve coordination, assess risk and resilience, and develop practical response frameworks when it matters most.
